European Health Insurance Card - E11 important changes to the system - February2005 Residents click here

As a result of recent changes to European law a new E111 form has been introduced to replace the old one. If you are planning to travel to Tenerife, mainland Spain or any of the other member countries concerned during 2005 you should apply for the new E111, as the old ones were only valid until 31st December 2004
Only a temporary arrangement
This is only a temporary measure  because the new E111s will cease to be valid throughout the EEA and Switzerland from 1 January 2006, when they will be replaced by the European Health Insurance card. UK issue of these cards will not start before 2005 and application arrangements are not yet finalised. The main difference between the old and the new form is that the new form is now issued on an individual, as opposed to a family, basis. However, you will only need to complete one application form in order to receive E111s for you, your spouse/partner and children. The new E111 form will only be valid until 31st December 2005.The second major change is that during the course of 2005 the UK will be adopting the European Health Insurance Card  (EHIC). This will be automatically issued to those who apply for the new E111 form and tick the box to receive the new card. The application form for the new E111 is available from post offices in the UK and also can be downloaded from the internet  at this website – http://www.dh.gov.uk/PolicyAndGuidance/HealthAdviceForTravellers/fs/en   Downloaded forms will need to be completed in black ink and taken to the Post Office for approval.
If you lose your Form E111 whilst abroad, you will need to get a new one from:

The new European Health Insurance Card (EHIC)

However, you should  note that your E111 will cease to be valid if you live outside the UK. A situation applicable to many of our readers.
Working temporarily in another EEA country or Switzerland for a UK employer or as a self-employed person. If you are an EEA national and go to work in another EEA country for up to a year, and it has been confirmed by the Inland Revenue Centre for Non-Residents that you (and your employer if you are an employee) continue to pay UK national insurance contributions, you are entitled to Form E111 (until the EHIC becomes available)
Those employed on a temporary posting for up to 12 months, and any dependants who accompany them, are entitled to treatment required for ANY condition during the posting, using an E111. If you are in the UK, the form can be obtained from the Post Office or, if you are abroad, apply to the Inland Revenue address:

If you decide to live permanently here in Tenerife or  in another EEA country or Switzerland, or to take up work there, you are not entitled to a UK-issued Form E111. Send any Form E111 you hold to The Department for Work & Pensions, The Pension Service, International Pension Centre, Medical Benefits Section, Tyneview Park, Whitley Road, Newcastle-upon-Tyne NE98 1BA. However you will normally become insured by paying contributions either on a self employed or employee basis in the country in which you work.
Here in Tenerife you will be required to obtain a social security number (note this is NOT the same as an NIE number) and once your national insurance contributions are being paid you may then register with your local health authority who will issue you with your CIP – a unique number which entitles the holder to access to national health services, and eventually you will receive  your plastic  card “Tarjeta Sanitaria Individual” (TSI)  which has the CIP number on the front and also embedded in a magnetic  strip which can be read like a credit card when “swiped”
As a legal resident of Tenerife, paying national health contributions here, you will then be entitled to obtain the Spanish version of the  European Health Insurance Card  (EHIC) called the Tarjeta Sanitaria Europea (TSE)
and this is the important point 
If you return to the UK for a holiday (or indeed any other European member state, France, Italy etc ) You will need your Tarjeta Sanitaria Europea (issued here in Tenerife)  to obtain health cover in the country you are visiting.
More than 800,000 cards have been applied for and issued to date, since they came into existence in Spanish territories in June.  According to data from  Social Security Department of Spain, 62 percent of the cards, that replace the old forms E-111 and E-128, have been issued to  holders of the right to medical assistance (affiliated with the Social Security) irrespective of European country of origin,   and 38 percent to  beneficiaries (basically their families). The cards are only valid for a period of one year, unlike those that will eventually to be issued in the UK which are proposed to be valid for 5 years.

The assistant director of  the Social Security Benefits Management  dept César Luis Gómez Garcillán is quoted as “being concerned  about at the differing levels of  benefits available  between the various European countries, and is aware  "of people who arrive in Spain as tourists, but who in fact come to receive medical assistance, taking advantage of the level of cover available in  the Spanish National Health System.  Another frequent case, according Garcillán “is one where a foreign pensioner applies for and is granted residence in Spain, then  travels to their country of origin for an operation that is then later chargeable back to Spain.” Garcillán indicated that “we are  working to modify the regulations and take measures to   avoid this practice, although she admitted that in the case of the tourist who in fact comes to receive medical assistance , it would be "very complicated" to take measures to identify and avoid this situation.

Legal residents of Tenerife, paying national health contributions here and pensioners who have applied for and been granted the Tarjeta Sanitaria Individual (TSI) card, can obtain their Spanish  European Health Insurance Card  called the Tarjeta Sanitaria Europea (TSE) valid for 1 year, from the Instituto Nacional de la Seguridad Social (INSS) offices in Grenadilla. REFERENDUM ON THE RATIFICATION OF THE EUROPEAN CONSTITUTION IN SPAIN 20th February

On 20th February next the Spanish will be the first Europeans to vote by referendum on the European Constitution. Voters will have to answer a simple question: “Do you approve the draft treaty that establishes the Constitution for Europe?” This referendum is only a consultation, since the ratification of the European text must be the subject of a vote by the two Chambers of Parliament that will take place in the coming months.

This first popular consultation is a decisive one for Europe as well as for the Prime Minister José Luis Rodriguez Zapatero (PSOE), a major player in “the return to Europe movement” in Spain in the wake of the country’s detachment from the Union during the Aznar period (1996-2004). “On that day the whole of Europe will have its eyes riveted on Spain. I am convinced that the Spanish people will provide an example of democratic responsibility. Spain will spearhead the ratification process and will encourage the other States,” declared the Prime Minister recently; in this referendum he sees a “unique historic opportunity to strengthen the Spanish citizen’s involvement in Europe.”

According to a recent opinion poll undertaken by the Centre for Sociological Investigations (CIS) and the Elcano Institute, 42% of the Spanish will vote “yes” to the referendum, less than one in ten (9%) say they will vote “no” and around 15% say they intend to vote blank or abstain. Slightly more than one third of those interviewed are undecided (38%). Polls also show that three quarters of the Spanish believe that the Constitution comprises “a step forwards in the process of European integration” (75%) and that it “guarantees peace and prosperity in Europe” (67%). The subjects are, in the opinion of many Spanish, not simply words, since the older generation remembers that just thirty years ago they were still denied justice, freedom of expression and prosperity. “We were not present when Europe was created. We did not count on it and it could not count on us because at that time we could count on no one exterior to our borders. We know how we were and we imagine how we would be if we had not entered the Union in 1986. In many countries with whom we share the Union today our countrymen, in their flight from authoritarianism and intolerance, found refuge and many others found the means to survive which they were deprived of here,” declared the Prime Minister. Only one quarter of those interviewed believe that the European Constitution “strengthens Financial Europe in the face of Social Europe.”

Since the “yes” vote is predicted to win the only unknown lies in the margin of victory and the participation rate. “The simple adoption of the Constitution will not suffice – it must be accepted by the Spanish, that public opinion sees progress in it,” declared the former President of the Convention for the future of Europe, Valéry Giscard d’Estaing. “The participation rate, that is, the interest that the Spanish take in the project will be a key indicator,” he added. The mobilisation of the electorate comprises the Prime Minister’s priority, setting the target participation rate of at least 60%. Between 1989 and 1999, more and more Spanish turned out to vote in the European elections with the participation rate increasing from 46% in 1989 to 63% ten years later. Last June however, only 45% of the electorate went to ballot to elect their MEP’s, slightly lower than the Community average.

The procedure: referendum and Parliamentary ratification
The referendum on the European Constitution is the second of its kind in democratic Spain in after the one on Spain remaining in NATO in 1986 (53.09% to remain and 40.3% against). At the end of the 1970’s the country had experienced two previous national referenda on its return to democracy after a long era of dictatorship led by the General Francisco Franco (1936-1975): the first took place on 15th December 1976 on the adoption of a political reform enabling the democratisation of Spain (94.45% in favour and 2.57% against) and the other on 6th December 1978 on the adoption of the Spanish Constitution (88.54% in favour and 7.89% against).

Just a few months ago the Popular Party (PP) and the United Left (IU) asked the government to precede the referendum by an examination of the compatibility of the Spanish and European Constitutions. Both parties argued that Fundamental Spanish Law was incompatible with articles I-6, II-111 and II-112 in the European text. The Popular Party was especially interested in this procedure since any incompatibility between the two texts made it necessary to modify the Spanish Constitution according to a complicated procedure involving the dissolution of the two Chambers of Parliament that would inevitably lead to general elections.

Although article 93 of the Fundamental Spanish Law stipulates that “an organic law may authorise the ratification of treaties granting an organisation or an international the power to execute the competence that are a result of the Constitution,” it does not allow however the infringement or modification of this text; article 95 even says that “the ratification of an international treaty that includes clauses contrary to the constitution demands prior modification of the latter.” It was therefore to everyone’s surprise that the Spanish Constitutional Court decreed, by nine votes out of twelve, that it saw no contradiction between the European treaty and the Kingdom’s Fundamental Law since the measures in article 93 of the latter enabled, in its opinion, the inclusion of the treaty signed in Rome by the twenty-five member States on 29th October 2004.

In spite of its importance for the European Union and for Spain we should remember that this referendum is simply a consultation, since the European Constitution must ultimately be ratified by both Chambers of Parliament (Cortes Generales): the Senate and the Congress of Representatives. The parliamentary ratification should be signed before the summer.

The Spanish government granted a subsidy of nine million euros to all the political parties represented in Parliament independent of their position on the ratification of the European Constitution. Each party received 8, 571 euros per MP and 0.24 cents per vote for one of its candidates during the general and senatorial elections on 14th March last.

The Electoral Campaign
The official campaign for the referendum started on 13th January after permission to call the referendum was given by Parliament. Most of the political parties are in favour of adopting the European Constitution: the Socialist Party, that made its return to power the symbol of Spain’s return to Europe’s fold; former Prime Minister José Maria Aznar’s party, the Popular Party, led by Mariano Rajoy; the Basque Nationalist Party (PNV) and the Catalan Nationalists, Convergencia i Uunio (CiU), even those both of these parties criticise the text for not taking “national regional identity” sufficiently into account. However the United Left (IU) and the Catalans of Esquerra republicana de Catalunya (ERC) have said they are against the ratification of the Constitution.

Spanish legislation makes it obligatory for the government to be totally unbiased before a referendum. Hence it may only encourage voters to go to ballot without influencing their choice. So in his capacity as head of the PSOE José Luis Rodriguez Zapatero is campaigning at present in favour of saying “yes” to the Constitution. Following the appeals made by the parties in favour of rejecting the Constitution the Spanish Electoral Commission asked the PSOE leader to delete the slogan “First in Europe” from his referendum campaign on 20th January, believing that this was an infringement of the obligation to be unbiased imposed on the government by the electoral law.

By organising Seminars on the European Constitution on 13th and 14th November last the Prime Minister announced the start of events working towards the adoption of the European text. Since then various events have been organised and will continue each weekend in each of the seventeen Spanish regions. A marathon, concerts and shows are to be organised in favour of the Constitution in fourteen of the country’s towns with artists like the singer Miguel Rios or the dancer Maria Pages, sports celebrities such as the cyclist Miguel Indurain or the horseman Rafael Soto and other public personalities such as the radio journalists Luis del Olmo and Iñaki Gabilondo ; many copies of the European Constitution will be distributed free of charge across the country for the entire duration of the electoral campaign. On Sunday 16th January the daily newspapers (El Pais, El Mundo, ABC and La Razon) offered a copy of the European text to each of their readers. A European Day will be organised in the country’s high schools.

Many sports celebrities have been called upon during the electoral campaign: Johan Cruyff, the former Dutch footballer and former trainer of Barcelona FC, Emilio Butragueno, former captain of the Spanish team and present president of Real Madrid as well as players who are still playing such as Zinedine Zidane. During the entire month of January the stadium of football clubs in the first and second divisions will be the scene of a campaign that aims to inform the Spanish about the European Constitution. Hence players will be called on to the field bearing a notice appealing to the public to go and vote. On Sunday 9th January during a derby in Madrid, Real Madrid-Atletico, twenty-five children, one for each Member State in the European Union came onto the field each bearing a flag and distributed copies of the Constitution. On entering the Vicente Calderon Stadium spectators discovered information leaflets on the European text on the terraces.

A civic platform for Europe chaired by author Antonio Gala, was also the source of many in initiatives. His logo, a hand held out to the stars of the European Union headed by the phrase « We are moving forwards with Europe » was offered to every company, administration, association and union so that they would use it on their forms, tickets and even their letters.

Although the victory of the vote in favour seems to be guaranteed the government has not hesitated in mobilising a number of celebrities, or in meeting the Spanish in schools, football fields, or in using brochures, concerts, sports’ and citizens’ meetings to draw their attention to the European debate on the Constitution. In fact the Prime Minister has made this referendum into a test for Spain as well as for Europe. “When on 20th February next citizens go to ballot they will hold their voting slip, an arm of massive construction for a great project, the European Constitution,” he declared on 19th January last in the first interview he had given on a state TV channel TVE, since he came to office in March 2004. The Prime Minister would like to turn the “yes” vote by his people to the European text into a frank and overwhelming vote in favour, witnessing the Spanish people’s commitment to Europe – it will be their “contribution to a process of European construction which we are so much indebted to.” The next four weeks will be decisive in order for a national victory to become a true European success. source http://www.robert-schuman.org/gb/index.htm

A business and tourism graduate, Garayar has 15 years experience en various hotel chains from Madrid to the Dominican Republic and Venezuela. His will be the task of getting the goliath off the ground and of efficiently organising the opening of the exclusive luxury complex, formed by a five star hotel and villas, conference centre, eight hole golf course, spa, exquisite gastronomic offers, a private beach and sporting marina set in unique natural surroundings facing the island of La Gomera.
With Garayar’s experienced hands on the reins, an opening celebration worthy of the spectacular scenery and development can be expected in July.

Petrol Prices 1st February 2005
Petrol prices in the Canaries have risen by 4% in the space of one month, beginning another ascending spiral. Super 97 has risen by 4.53%, and more rises are forecasted. 95 octane has risen by 3.94%, and 98 octane by 3.7% during January. Diesel, however, after breaking all records and reaching a price of 60 cents per litre, has fallen by 5.55%, leaving its pump price at 54.5 cents per litre.
Mugging in Playa San Juan 25th January 2005

Local Police have detained a minor believed to be the perpetrator of a violent robbery in Playa San Juan.The prisoner snatched the bag of a 76 year old British citizen causing her to fall to the ground and be quite badly injured in the process. Local Police from Guia de Isora apprehended the young person, who is from another part of Spain, last Tuesday 25 of January at around 3 pm . The under age mugger's criminal activities are well known to the police. Last week he was interrupted during an attempted break in to a San Juan apartment and although recognised by the owner, managed to escape via a window.

The Elderly Britain was attacked yesterday at about 2 pm but following up on eye witness accounts from several local citizens Police were able to catch up with the suspect within an hour.

Apparently after attacking the elderly lady and snatching her bag, the delinquent made off at speed pursued by two local people who could unfortunately not keep up with him. He ditched the handbag in the vicinity of Playa San Juan school.

The Local Police alerted its patrols and half an hour later they discovered the minor hidden amongst the rubbish containers near the Playa San Juan football ground. When detained he was carrying a knife. The Local Police, after locating to the father of the minor, took both to the police station where statements were taken. The matter will be turned over to the Office of the public prosecutor of Minors.

Social Services confirmed that the prisoner lived until recently with his mother in another Spanish region, but has now been transferred to Guia de Isora to live with his father.

The councilor responsible for the local Police force, Secundino Yanes Falcon, said that "thanks to the collaboration of local citizens, this and other types of crime can be solved in a very short space of time". Yanes adds that "the security of the person is the responsibility of us all, and although we are conscious of the need to have more officers and resources, we are uncomfortable at the thought of living in a "police town", as was the case in another age when, for the sake of supposed security, the freedom of all was sacrificed".

The Internet Awareness mobile unit is has arrived at Santiago del Teide. from the 26th to the 28th of January. The Ministry of Industry, Tourism and Commerce through the public organization Red dot es and in collaboration with the local council, aim to increase citizen awareness and use of the new Internet network technologies. The campaign in Santiago del Teide is directed at the general public and includes a free visit during the opening hours of 19:00 to 21:00 hours, and also by way of visits arranged by the local council to the different schools and associations around the municipality, between the hours of 09:00 and 19:00. The mobile unit is parked in Plaza at Puerto Santiago on the 26th, next to Tamaimo school on the 27th and in the plaza in Santiago del Teide town on the 28th of January. We popped into to take a look at the bus while it was in Puerto Santiago. The organizers said they were very happy with the response gained in the area particulary from the schools visited. European Constitution - referendum 20th February 2005

The referendum on the European Constitution will be held on the 20 of February and the Consistorio have the electoral roll of those eligible to vote in the county available for public view until the 28 of January at the town hall and also at the sub office in Playa de la Arena. A total of 4,440 citizens of Santiago del Teide are entitled to vote at the ballot boxes on the 20 of February and to participate in the Referendum on the European Constitution called by Central Government. . Enquiries and and claims will be dealt with Monday through Friday from 08:00 to 14:00 hours until next Friday (28 of January). The electoral lists show the voting place designated for each voter, all together the municipality has assigned a total of 8 voting stations in the different schools of the municipality. According to the information distributed by informative campaign undertaken by Central Government with respect to the new European Regulations, the Constitution will reduce and simplify the great number of already existing European treaties.

Mayor Juan Damián Gorrín Ramos on behalf of the local council of Santiago del Teide, handed out some 43,000 euros last weekend in study aid scholarships to students who live in the county. The scholarships which take the form of travel vouchers or in some cases cash are distributed between students of Baccalaureate, Professional Formation, and University Formation level, aiming as far as possible to try to lessen students travel expenses.
Local council aim latest tousist push at Spanish mainland - 11th January 2005
The local council unveiled its new promotional tourist campaign yesterday at the the town hall in Santiago del Teide. The council have hired the Rici company, to produce the new promotional material which will be distributed at the International Tourism Show in March. The campaign is targeted predominately at the Spanish mainland market, concentrating on 15 main in land regions of the peninsula such as, Madrid, Castilla La Mancha, Castilla León and Cantabria. Present at the unveiling were local mayor, Juan Damián Gorrín Ramonos, the local councilor for Tourism, Maria Ramona González Perez, and Manuel Bolaños, responsible for the new look. One of the new features of this years promotion is the production of over 15, 000 copies of a new colour magazine describing the gastronomical excellence, and flora and fauna of the area., 8,000 colour postcards, depicting landscapes and scenes from the municipality, and copies of similar material will be available in an updated video and DVD format. Mayor Ramos was quick to point out that whilst "we are trying to attract visitors from the Spanish mainland with this campaign, we do not want to forget the English and German markets, in which we are already very successful, and a new market, just opening up in our region: that is Scandinavian visitors, whose numbers are increasing in the municipality ". Maria Ramona González Perez, councilor for Tourism, indicated that "this new material should bring to the awareness of both the national and international tourism sector Santiago del Teide as a major tourist destination".
Sudden demise of head of PSOE 10th January 2005
Francisco Julián Martín González, head of the socialist PSOE party in the Santiago del Teide district during the last local elections, died suddenly on Friday night from a heart attack at the age of 37. Mr Martin, in addition to acting as a councillor, also worked in the family's butchers shop in Puerto de Santiago. He had suffered an irregular heart rhythm recently, which had not been diagnosed as serious. His sudden death has caused quite a commotion amongst local residents and fellow councillors, where he was well known and respected. He was in his third year as a councillor in the Ayuntamiento of Santiago del Teide.
